Ukraine insurance rating increased to extreme

With the Ukrainian political and security situation remaining dangerously uncertain the risk rating for Ukraine insurance has been increased from ‘severe’ to ‘extreme’. In view of this, and the latest Foreign and Commonwealth Office (FCO) advice, anyone planning on visiting, staying or working in Ukraine should check that their current insurance remains valid.

Since the overthrow of the pro-Russian President Yanukovych last February the regional geopolitical landscape has changed almost beyond recognition. Over 2,600 people have been killed in fighting between government troops and pro-Russian rebels, and over a million people have been displaced.

What began in Kiev as a domestic dispute over relations with the EU has now escalated into a civil war with potentially dangerous implications for the West’s relationship with Russia.

The crisis has opened up a deep east-west fault line in Ukraine, with western regions predominantly pro-European and eastern regions predominantly pro-Russian.

In response to the ousting of Yanukovych, and fears of a pro-European government in Kiev, Russia annexed Crimea in March. Following this, pro-Russian separatists began seizing key towns and cities in the east, most notably in the Donetsk and Lugansk oblasts (provinces). Though Russia denies all direct intervention there have been consistent reports of Russian troops and tanks taking part in the fighting.

Typical travel and business insurance policies will not provide cover for regions or countries where the FCO advise ‘against all travel’ or ‘all but essential travel’. Current advice about Ukraine is against all travel to Crimea, Donetsk oblast, Lugansk oblast and against all but essential travel to Kharkiv oblast. High-risk specialist insurance is strongly advised for any UK nationals in these areas.
